Steph asks if he means mandates. Romney says sure, if they want to. He also mentions exchanges as something states might want to do. That was a mistake: in mid-2009, Romney specifically said he was “glad” that President Obama had copied MassCare’s exchanges in the national plan. That really destroys the substance of Romney’s argument for state’s rights.
